Commencement: Our welcome to Summer School students

The 2016 Edition of the ECLAC Summer School will be formally inaugurated next week. And we have organized three wonderful activities to celebrate the beginning of the new edition: a) the seminar of former students of the ECLAC Summer School (25thJuly), b) the inaugural lecture of the ECLAC summer School (26th July); and c) the Keynes –Schumpeter seminar (26th July) . All these activities are co-organized by ECLAC and the Young Scholars Initiative of Institute for New Economic Thinking (YSI-INET). They all share a pluralistic view of economics and the efforts to encourage an open debate on the crucial problems of development, equality and sustainability.

The venue of the seminars and the Inaugural Lecture is the Sala Raul Prebisch at ECLAC headquarters in Santiago. The details of the agenda and the name of panelists and commentators can be found below.

We are particularly grateful to those former students that are coming from many different countries to discuss their academic production with us. And we also thank the professors that made room in their demanding agendas to come and discuss key topics on the frontier of our discipline. We are particularly grateful to Professor Robert Blecker (American University), who will give the Inaugural Lecture, and Professor Jorge Katz (Universidad de Chile), who will give the closing speech of the Keynes-Schumpeter seminar.

Giuilio Guarini and Gabriel Porcile just published this paper that expands the canonical BOP-constrained growth (BOPG) model and Kaldorian regimes (productivity and demand regimes) in order to include some of the concerns raised by ecological economists on the sustainability of current production and consumption patterns. The demand regime is modified by taking into account Porter’s hypothesis, which suggests that environmental innovations, spurred by environmental policies, can foster competitiveness. If regulations and incentives for cleaner growth and technologies are adopted in the global economy, then the ability to produce these goods and technologies will be crucial for international competitiveness. The productivity regime in turn should consider the different growth and employment implications of innovations in labor productivity (standard innovations) and environmental efficiency (environmental innovations). It is argued that the the composition of public investment in innovation may have an impact on long run growth, employment and sustainability.

Chilean president, Michelle Bachelet, recently commissioned a group of experts in the copper smelting and refining industry with the task of studying the perspectives for the sector’s future in Chile. This Commission has today the historical opportunity to propose a National Smelting Policy, setting as an objective the refining of the 100% of copper production. A National Smelting Policy could lead to a process of re-industrialization of copper mineral in order to create a world-class copper manufacturing sector in Chile, among other benefits from the strengthening of the smelting industry in the country. This note approaches the need for an active policy from the State in this strategically sector, and is based on a recent study published by the Division on Production, Productivity and Management (ECLAC) in collaboration with the German Agency for International Cooperation.

Young researchers interested in studying the Latin American development process can apply to the seventeenth session of the Summer School on Latin American Economies, organized annually by the Division of Production, Productivity and Management of the Economic Commission for Latin America and the Caribbean (ECLAC). The registration period ends on April 18 and the list of the selected candidates will be published on April 27. Find all the information to apply here.

The course, which will be held at ECLAC’s headquarters in the Chilean capital, is free of charge but participants are responsible for the costs associated with their travel and accommodation. Anyone in the world with an advanced university degree in economics or related areas can apply. Ideally, applicants would be seeking their Master’s or doctorate degrees in the field of economic development and would understand Spanish and English.

The classes, which will take place between July 20 and September 30, are given by ECLAC’s professional staff along with prominent guest economists and social scientists. They will address theoretical and empirical matters, with an emphasis on growth theories and distribution, and the region’s recent economic history.

The Summer School will give this year, along with the Institute for New Economic Thinking (INET), a seminar with former students which aims to forge ties between old and new generations of participants of the program, started in 2000.
The seminar “Keynes meets Schumpeter” will also be held. Keynesian and Schumpeterian economists will be invited to discuss ideas and to expand complementarity between both traditions of thinking.
